Rule 19
Health Care Fund Expenditure

(1) The amount collected in the health tax fund will be spent for the following activities:-
(a) To prevent, control, diagnose, treat and investigate diseases caused by smoking and tobacco consumption,
(b) To conduct health education, public awareness and service programs for the control of smoking and tobacco products,
(c) Operating Expenses of the Committee.
(2) In order to carry out the work under sub-rule (1), the amount of health tax fund shall be distributed as follows:-
(a) Seventy-five percent amount to government-owned hospitals for diagnosis, treatment and research of diseases caused by smoking and consumption of tobacco products,
(b) Fifteen percent amount to centers or divisions under the Ministry to conduct health, education, public awareness and service programs for the prevention and control of smoking and tobacco products,
(c) Ten percent amount to social organizations or non-governmental hospitals for conducting programs related to prevention, control, diagnosis and treatment of diseases caused by consumption of smoking and tobacco products.
(3) Out of the amount mentioned in clause (b) of sub-rule (2), the amount specified by the committee may be spent for the administrative work of the committee without increasing the amount to 0.5 (zero decimal five) percent.
